これは全て80年代末から始まりました。
どこの学校でも生徒の中にクラスのリーダー格がいて、教師は彼らを他の生徒を怖がらせるための見せしめとして利用することで厳しく管理していたんです。」と元高校教諭のトクシママサアキ（本名ではない）が言う。
>“Once teachers lost their power over the ringleaders, kids just started doing whatever they wanted and things got totally out of control.”

>But the magazine adds that the ministry is full of hot air;the hearings,training and inspections it holds to counter the “dirty teachers” merely amounting to “more talk” among bureaucrats.
