>"Encounter cafes," manga shops where men and women -- or more likely, girls, can meet and satisfy their mutual needs are rapidly increasing across Japan, according to AERA (5/19).
「出会い喫茶」――男性と女性、それどころか少女たちも出会ってお互いのニーズを満足させられる漫画の店――が、日本中で急速に増加している。AERA(5/19)より。

>The women's weekly visits a Nagoya "deai kissa," literally an "encounter cafe," where a man was arrested last month for breaking the law banning child pornography for allegedly performing indecent acts on a 16-year-old.
この女性週刊誌(AERA)は名古屋の「デアイキッサ」(文字通りの意味では出会い喫茶)を訪れる。そこでは、一人の男が、十六歳の児童にわいせつな行為を行ったとされることで、児童ポルノを禁止する法律に違反して先月逮捕された。

>The weekly's hack picks a 16-year-old girl called Miyuki whose most notable feature is a face filled with piercings.

The member also pays for whatever expenses are to be incurred.

>While Miyuki may not be prepared to sell her body, plenty who frequent the encounter cafes have few such qualms.
>Many say encounter cafes are serving to encourage illicit prostitution.
>But crimefighters say there's little in the Law Regulating Adult Entertainment Businesses that allows them to prosecute encounter cafes because they are on the surface acting only as places where the opposite sexes can meet.
ミユキは体を売るつもりはないのかもしれないが、しょっちゅうこの出会い喫茶を訪れる者の多くは、そのような良心のタガをほとんどもっていない。
多くのものが、出会い喫茶は違法売春を行わせるため、という。
しかし、犯罪と戦う人たちは、出会い喫茶を起訴することを許可する「風俗営業等の規制及び業務の適正化等に関する法律」で対処できることは、ほとんどないという。なぜなら出会い喫茶は、表面的には異性と出会える場所としての役割を果たしているだけだからだ。

>"If we can prove that the cafes are paying these women to go there, or that prostitution is occurring,we can get them under the Prostitution Prevention Law, but that's about it," a spokesman for the Metropolitan Police Department says.
